Curioso que há outra instância no mesmo servidor que está funcionando.

Isso normalmente acontece quando o wxis não consegue ser executado ou por permissão ou incompatibilidade de versão. 

Faça o seguinte teste: 

Execute:

Se a sua aplicação está funcionando corretamente deve ter a seguinte mensagem:
